The Chancellor Walid Ali khalifa El-foukai Chief Prosecutor at the Drugs Prosecution said:  95% of the drugs cases is gained by Dubai Public Prosecution from the total cases referred to Dubai Court. He pointed out that major of accused are having drugs history,  few are new involved, He assured the drug dealers market is decreased comparing in recent years, because of the police control in overland,aerial and marine ports as the country is a transit point to those people and not a Drug production country.

El-Foukai considered that drug dealers and traders are watching the news, ruling for drugs cases which is a real deterrent for them to avoid  taking another adventure.

El-Foukai said:” Some people abuse the law, by taking narcotic substances with medical prescription not listed in the drug law. In this case as per the article ( 41 ) the punishable will be imprisonment not less than one year nor more than three year, for any personal abuse of any plants narcotic or psychotropic substances with any mind effect by intention.

Last september the drug prosecution was developed, to investigate, handle all drugs cases and punishable as per the federal law, the new prosecution comes along the direction of of the Attorney General in Dubai Public Prosecution, in restructuring process to improve all the professional performance and social needs. Before restructuring, Dubai Public Prosecution had founded allocated system for different prosecutions, including the drug prosecution, the system was successful, but never last for long time, during the restructuring, the Drug prosecution merged with the General prosecution.  The Chancellor Essam Isa Al-Humaidan, Attorney General at the Dubai Public   Prosecution developed a specialized prosecutions not to increase the prosecution  numbers, but to facilitate work procedure to make it faster, in addition to the great effort has been made by Dubai Customs, Dubai police to control drug, and put an effective effort to fight it.

Regarding to the article No. “ 42 “ of the narcotic drugs and psychotropic substances ( 14/1995) which states that the court will check with the person in case of his desire to treatment instead of punishment, where will submit his treatment request along with the ruling documents.

El-Foukai pointed out that most of the defendants introduced to the drug, due to the bad companions, which is very important cause to abuse drug, therefore we are urging parents to pursue their kids and get to know more their friends so they will not regret later. Almost a daily call phone for a new criminal methods devised by people caught in drug cases, with regards to the abusing drug at Dubai Police Stations, El- Foukai said the policemen always inspect to prevent drugs in the prisons.
 

The Chancellor Walid Ali khalifa El-foukai Chief Prosecutor at the Drugs Prosecution said:” although the drug prosecution has been developed since 4 month only, the drug cases has been decreased last quarter of 2009, the raison is because of the drug control by Dubai police and Dubai custom, also the punishment without compromise for those people, he stressed out that we are putting great effort to fight the drug and to limit this phenomenon in the UAE.
