The Chancellor Salah Mohamed Ali Bofruch Chief Prosecutor at the Traffic Prosecution claimed that Traffic court has issued 70 ruling last years against traffic serious issues, such as driving a vehicle under drunk, adding that 99% of the traffic accidents is caused by human's mistake.

He pointed out that Traffic prosecution is concerning about the school buses issues, which are not having supervisors and led to the hit or injuring girls and boys students, because of negligence.

He said : last year, the total ruling reached 15000 ruling, and it shows decrease of traffic accidents, the following is the interview discussion :

What is the main cause of the Dubai traffic accidents ?

The safety and security standard level is good in Dubai's road, but the “ Dead Mistake” is the real dilemma. For example the most accidents happened the beginning of this year is because of women who parked in the middle of street, where her daughter a 17 years old, got off the car to open the trunk, which led to hit her by another vehicle without using the brakes by the driver, it caused serious injuries for this girl which like to have amputated legs after that accident.

Some accidents are the results of speeding, wrong overtaking, aggression driving, and lack of attention, we must emphasize the importance of the driver's attention for the other's mistake. 99% of the deaths accidents is because of human's dangerous mistake. In addition, using the mobile phone during driving leading to many accidents because it distracts driver's attention.

We have instructions and clear directions by The Chancellor Essam Isa Al-Humaidan, the Attorney General at the Dubai Public Prosecution to apply the maximum law penalties for those who commit traffic crimes in order to protect the lives and other road's users.

 Alcohol

 How do you evaluate traffic accidents during the past year, relating to driving under the influence of alcohol?

 We have registered 1188 driving cases under Alcohol influence, where in 2008 it reached 1204, so the percentage is declined, this results is because the effective partnership with various media that helps to spread all the information toward any crime, and we always request the court for imprisonment punishments, fine, canceling the driving license not less than on year or deportation.

How Many traffic ruling has been issued last year?

The total number of Traffic ruling was 15000 ranged for imprisonment punishments, driving license cancellation. We hope this year to reduce the number of some traffic ruling, we already have the initiatives, as the Chancellor Issam Isa Al-Humaidan signed three MoU with the higher colleges of Technology, Zayed University and American University in Dubai to run an awareness workshops for female and male students in order to increase their knowledge about the traffic rules.

When dose the most accidents in Dubai occur?

The accidents is various, but in summer time the accidents increased which caused by the tires explosion because of the high temperatures, while there are a fatal accident for the “Minivans” as lack of protection tools, plus the high speed, it is also kills a large number of people, in some cases you will find flying bodies from this vehicle, last accident there was 7 people died in the Habab street.

Is there any deaths reduction level last year ?

Yes, there is a reduction in deaths last year, and the reasons are the correct application for existing laws and penalties, in addition to the police role to enforce traffic control in the roads, as well as the RTA role to establish an ideal infrastructure.

In the last year, 3954 driving licenses has been cancelled as per the Traffic Prosecution, and this contributes to reduce accidents.

What do you think about the traffic points system, which is well known as the black points system ?

It's a new concept, to re-set a behavior for road users, we believe to examine all the input and output of this system, it's too early to judge the new system which is almost found a year and half, it is also must to know that the rates of this points indicates the danger level for the road users and set appropriate measures.

What are the difficulties that confront you at work?

 In the past four years, we have never had any difficulty in the major traffic accidents, most of them are fixed in less than 24 hours, because of the high-tech tools that we use, we get the help of Traffic professional,experts in criminology and intelligent traffic system roads at RTA.

School buses

Last year, Many school buses have emerged remarkably, why ?

We found negligence of some schools to hire supervisors in the bus,  in some buses, we have discovered there is no supervisors at all, while  in others, even if it's exist, they are not doing a proper job.

In the past year, we faced lots cases of lack supervisors and we have involved the School director in this cases. In the last update in the Traffic law as per the Article 26, is to claim compensation from insurance company for any infected or injured body.

What is your opinion in women's driving and their commitment?

Women are commitment to rule, the dangerous traffic cases is very low” when it comes to women”, but again there is problem in the “Fatal Mistake”, unpredicted reactions, we should highlight that in all registered cars, pregnant women are not allows to sit in the front seat or even driving, as the car dose not protect the pregnant women, last year we have a case of ruling for a new baby born, therefore we encourage pregnant women to sit in the back seats, we always emphasize on education instead of punishment.

 How do you evaluate teenager's driving?

The percentage of accidents very low, but in some cases there is driving without license, we have registered 916 case last year, comparing with 1026 for last year 2008, the Emiratis occupied the third place in 67 cases, Pakistanis occupied the first place in 155 case, then indians in 151 case and the rest for the other nationalities

Technical errors

What about the technical errors for the vehicles, which leads to major accidents?
 

We at Traffic prosecution, don't put the ruling against the accused in case of technical errors, unless the apparent one, the law requires the driver to check all vehicles parts before driving, but unfortunately there is careless from some drivers to identify some minor errors in their car.

How about the motorcycle accidents?

The motorcycle's accident are often caused serious injuries,  even death, because lack of protection tools, also majority of the motorcycle' s driver don't keep enough safe distance between them and other vehicles, and overtaking is sometimes wrong and dangerous.

First, let me modify the current definition of the motorcycle, thus excluding the ones with four tires, as per the last update on the Traffic law in 2007, Motorcycle is vehicle with two tires only, equipped with automatic engine and designed to transport people or things.

We Hope to modify the definition in the federal law, as per the standard specifications for user's safety and security, where we can treat the ones with four tires differently either by licensing or registration and driving places.

4630 cases last year

last year, the total number of traffic cases as per the Traffic prosecution survey reached 4630 comparing with 6906 in 2008.

last year Dubai Public Prosecution received 1003 objections letter about traffic ruling, comparing to 767 in the year before.

The Chancellor Salah Mohamed Ali Bofruch said that Dubai public prosecution is planning for this year to set strategic objectives to raise the awareness towards the traffic laws and punish those are involved in many dangerous traffic cases, by canceling their driving licenses for a period ranging between three months till two years. Last year the number of traffic violations was exceeded more than 3000, as per the guidance of the  Chancellor Essam Isa Al-Humaidan, Attorney General at the Dubai Public Prosecution , will continues our effort to achieve our objectives and initiatives to spread the traffic awareness among the public.
